The El Rancho Teen Court is a Superior Court of California, County of Los Angeles juvenile justice program operated by students for students. Offenders between the ages of 13 and 17, who have committed a misdemeanor crime have their cases heard by a jury of their peers. The court is presided by Los Angeles Superior Court Judges, Oliva Rosales and James Horan. Cases are managed by Los Angeles County Probation Department, Deputy Richard Fonseca. Students are assisted by attorneys, Blanca Pacheco and Rasha Gerges Shields. Both Student jurors and student offenders are assisted by our Court Psychologist Dr. Rebecca Gonzalez-Marin. The El Rancho Teen Court is a partnership between the El Rancho Unified School District and City of Pico Rivera founded in 2010 by Raul Elias, EL Rancho High School Law Teacher and David W. Armenta, Mayor of Pico Rivera. Since 2010 the court had heard over 126 cases and over 5000 students have participated in the program as court jurors and/or observers. We currently maintain a recidivism rate of 3%. These numbers make the El Rancho Teen Court one of the most effective teen courts in the San Gabriel Valley. Mr. Alexis Hernandez, Teen Court Coordinator has managed a 300% growth in the court's student membership since 2014.
